The 10-22 is built a little better, has UD lens elements which are used in Canon's 'L' lenses, and a lot of people say handles flare better.

The 10-18 is lighter and has IS which may be useful if shooting in lower light.

The digital-picture site has a comparison review of both and they claim that the 10-22 is a little sharper in the corners but not by much. Center sharpness theyre pretty much equals.  And once stopped down to 7.1 you shouldnt see any difference.

Both are great lenses, if you were paying new prices the 10-18 is a no brainer. Since youre getting them for the same price it comes down to how important is weight and IS. You cant go wrong with either lens though. Most people are going to recommend the 10-18 since it includes IS.
