Yes, plastic filters exist (along with plenty one-star amazon user reviews from folks disappointed at how easily scratched). Further, "these" is your description. In the context of the video presentation, the caveat regarding (general) scratch-prone plastic filters needs to be heard (in my opinion) and it stands separate from the "tip" regarding UV filters.

A more reasonable criticism, perhaps not relevant to this particular video, might be the perpetuated myth re "circulating polarator filters". Greatest thing since sliced bread, gotta have one, various sizes to fit each of your lenses, handy affiliate marketing links provided, below. The more responsible, more noble, approach would be to explain to members of their channel's diverse audience when, and why, a use of circular polarizing filter is preferable to use of an available-for-cheap vintage HMC Hoya linear polarizer.

The demonstration, scratching then testing a 50mm lens, was self-evident. The narrated comments seem logical, and the point "can be quite a bargain" certainly has merit.
