Actually, I did what I was planning and moved everything from DropBox to iCloud. But that forced me to use Apple Photos and that was way more restrictive. So after struggling with Photos for almost nine months, I've  switched back to DropBox. Not sure what you mean by permanent folder but my Mac, iPhone, and iPad each have a local DropBox folder and that has a Camera Uploads sub-folder. When DropBox detects anything attached with photos on it, it copies any new ones into the local Camera Uploads sub-folder and that is as quick as copying them to any local folder. Then each file is copied up to the DropBox website. When I copy photos to  my iPhone of iPad like I did lay week while on vacation, the photos are also downloaded to my Mac because the DropBox folders on the website and my Mac are always kept in sync. The DropBox apps on the iPhone and iPad show everything in the website folder plus I can mark anything for offline access and a local copy is kept on that device.
