Can a camera be both mirror and mirrorless?

Can a camera be both mirror and mirrorless?

My apologies for this rather naive question. What if anything prohibits a camera with a mirror operating as a mirrorless camera? If conventional dslrs with a mirror theoretically Focus faster for sports Etc. What prohibits a camera maker from creating a body with a mirror and ability to lock up that mirror in order to operate as a mirrorless camera?  And for that matter why cannot current bodies with live view shooting simply work in electronic shutter mode instead of having to close down the shutter and mirror before recording an image? They are already operating in that matter for recording video, so why can't we record full resolution images one by one?
