New photographer needs help.

I hope this is the right place to post. If not I apologize!

I have only had this camera a week or so. I started off okay and then I got a little ahead of myself and now it's a mess, I'm a mess and frustrated and I put my camera away because I got upset.

I took it back out and started from the beginning, reset my camera to all defaults and walked outside. Took a picture and here it is. It's just not right but, what can I do to make it better. Now I know the composition sucks and the shot itself lacks creativity etc and that's fine. What I am looking for is settings. They are wrong.... right?

Any help on improving my shots and settings is much appreciated. This beginner is slowly losing her mind LOL.

Hopefully the EXIF data is there. It was taken in Manual mode. I really enjoy shooting in Manual though I will definitely experiment with Aperture Priority and Shutter Priority but, right now I want to at least get this shot looking better. So.... what's the deal? This picture is awful, I know it, why?

(I haven't edited it at all)

* Shutter speed was 250, should have been 500 for shake and wind right?

*ISO 800, I didn't want to go any higher because I hate grain in my images! It wasn't that dark outside so I'm not sure why the image turned out so dark. I should have gone higher though, my mistake.

*F8, Still not as sharp as I would like it to be. Aperture wrong too?
