Q1) Should I have cranked up the EC to ETTR to get more information? I've read conflicting information.

No.  For night sky shooting, shoot in manual and disregard the EC dial, which has no effect in full manual.  If you want more information to be captured by the sensor, either select a larger aperture or choose a slower shutter speed.

Q3) Foolishly I didn't use the histogram and just went by what I saw on the screen. What are some settings to use it properly?

-Turn Pic Preview Effect OFF

Now your live histogram (which is based off the data in the real-time EVF/LCD video feed) doesn't match anything your camera will record.

Your playback histograms will continue to match your JPGs.  Preview Pic Effect does not change that.

-DR200

DR200 underexposes the sensor by 1 stop by shooting at a 1 stop lower ISO value than what you set.  Then it brightens the JPG shadows and midtones by 1 stop to achieve the "ISO" you selected (ISO standards are based on JPG output).

Generally speaking, thoughtful ETTR and DR200/400 don't mix well, because your camera is playing simple tricks with ISO that it's not really telling you about.  Best to stick with DR100.
