That's because your recording framerate (60) is not an exact multiple of your timeline framerate (24) so Premiere is unevenly dropping frames to play it back at the correct speed.

Is there any particular reason you need a 24fps project framerate?

Ideally you should be using a timeline that matches the framerate of your footage assuming you want to play it back at normal speed. A 30fps timeline should look okay too because it's exactly half of 60, so Premiere can just drop every other frame to make it fit.

There's little point shooting at a higher framerate than your intended project target unless you're planning to slow the video down for effect, you'll just end up introducing the sort of artifacts you're seeing.
