How do I take photos in day time with low shutter speed

Yesterday I was taking some photos in crowded flower market (top view). My idea was to give some motion blur effect. I was taking shots without tripod, so I kept shutter speed slow as much as possible i.e. reciprocal to focal length. Aperture was minimum i.e. f/24 and ISO was 100. But my exposure compensation meter was showing 1 stop high and I was unable to compensate zero value or -0.3 value. Thus my photos were overexposed.
