I've built a camera trap for a DSLR and encased it in a peli case type waterproof box for weatherproofing needs.  I 'silenced' it using several layers of acoustic foam used for silencing cars/boats and it is indeed almost completely silent.  Just a dull click that is inaudible from about 6' and that's with a quite noisy Nikon D3300.  That's good enough for just about any wildlife.  But it's not budget though it was interesting to research and build.

However, before I built that, I had used a blanket wrapped around the camera as a prototype.  I actually had one of those 'waterproof' fabric lens and camera covers that I stuffed a large microfibre towel into around the body and lens so it was firmly filled.  It worked just fine in that close up wildlife were not bothered.  Not quite as quiet as I have now.  Not so weatherproof either and it was a bit of a pain to change settings on the camera after the wrapping was done.  Overall got the job done and cost nothing to try.
