18-55 OIS Switch: Does yours do anything?

X-T2 FW versions: Out of box (3.1?), 4.0, 4.2

18-55 FW version 3.22

S-AF. Aperture priority and shutter priority.

OIS Mode 1: when this option is selected, the view appears strongly stabilized. 1sec. exposures are possible most of the time. Switching the toggle on the lens from ON to OFF does not affect either of these factors.

OIS Mode 2: in this mode, the view is less stabilized, but still seems to exhibit smoother motion than a non-stabilized prime. Depressing the shutter halfway (which is supposed to engage the full OIS, if I'm understanding the manual correctly) has no effect. 1sec. exposures are possible about half of the time. As before, the ON/OFF toggle has no effect on the view, nor on the success rate of 1sec. exposures.

23/2 lens: by comparison, the view is shakier than the 18-55 (at 23mm) in either IS Mode, or with the OIS switch in either position. And so far it's been impossible to get sharp 1sec. exposures with this lens.

All tests with both lenses were done in the same conditions, sequentially. No change in subject, location, position, or time of day.

So I guess the switch doesn't do anything? If you check your 18-55, does the OIS switch seem to toggle stabilization?

One might wonder why I'd ever want to turn off OIS. It certainly reduces the minimum light in which handheld shooting is possible. But I also do a lot of tripod shooting, for which OIS ON isn't always the best setup. Sometimes it seems like focus accuracy is affected as well. Not to mention the battery consumption.
