for there, yes, I could see the LED light being easier to work with than a strobe, and should be sufficiently powered. Then it's about overheating concerns. L&M makes models for topside, and I think all of them are better about the problem than earlier generations. Most models do 60 degree spread, some do 90. If you can aim well, the 60 may be better so you draw focus to the person rather than light up the water around. But if you miss, it looks clumsy. Hence use of dual lights for go pro divers, or using the 90s. (Strobe + diffuser does 110 or 120 degrees. )

Yes, I have flat port for 55mm but this shot was in dome port with 25mm.
