It is not. There were some statements of this kind at the beginning but then I made it clear that all that was misleading. Any PSF with vanishing zeroth and first moments satisfy the condition (ii) or (ii') (which was the main argument) which is easy to check. Those two conditions are basically symmetry ones and do not tell you that the kernel must be gaussian, essentially or not.
