He could have skipped the experimental part completely. Also, the perceptual experiments are not a test of their measure; that number does not even appear in the table.

I would have thought that the whole point of the paper is establishing a perceptually relevant metric. If that wasn't the case, why not just stick with MTF50? Inventing metrics is really easy. The problem really is, do they measure anything of interest? Like quite a few other fields, this one is full of ingenious metrics for which the perceptual relevance has not been established at all.
