OK - why Canon doesn't provide lens hoods with their lenses is beyond me. Most other brands include the hoods with most of their lenses - with some of the more expensive lenses usually requiring you to optionally purchase them. I strongly recommend the use of lens hoods because:
1. It prevents stray light from causing lens flare in situations where not having a hood would increase this scenario, and...
2. It protects the front part of your lens from scratches to the optics and/or if you dropped the lens or hit it on something, your front lens elements are protected for the most part..
There are plenty of 3rd party hoods out there that cost 1/3 the price of getting a Canon one. You don't necessarily have to purchase a Canon badged one because they are ridiculous for what they want of them.
Here's my recommendation for a hood for the 15-45 - although a Chinese clone, it's from a US vendor and you normally get it within several days:

The lens hoods for the 22 MM are quite different from what we've been accustomed to. They are very small - almost looking like a filter. Here is a recommendation for one - another Chinese clone from a US vendor - you'd get it in a few days:
