That’s probably because they think the camera is stolen. Or has been abused. And digital cameras rapidly depreciate.  Basically worthless now.

I also have a GX7, and was given trade-in value of $250 even though it is mint condition. I decided to keep the camera, since I’m only a hobbyist, and now use it as a second camera body to an Olympus Pen F.

Good luck. In it’s current rough condition you might be able to sell it privately if cheap enough. Or keep it.
