Camera exposure question

I just got the G6 and I noticed something right away that I can't explain.

In previous phones, using certain camera apps, you can tap for focus and then drag an exposure meter around to pick which part of the image to expose for. I still see this option in the apps on this phone but they don't have any effect. Does anyone understand why this is happening? Has something changed in Oreo to cause this level of setting exposure to have been disabled? Is it Camera 2 API that blocks this?

I've tested every major camera app in Play and none of the ones with manual exposure metering rings for selecting exposure areas in your frame work.

My wife and I both have this problem, got the phones at the same time. Both from Rogers. They're LG H873s, if it matters.
