go for

Intel Core i7-7700HQ (Quad Core 2.80GHz, 3.80GHz Turbo, 6MB 45W, w/Intel HD Graphics 630) and 8GB, 1x8GB, 2400MHz DDR4 Non-ECC SDRAM

Which Graphics card I should choose

NVIDIA Quadro M1200 w/4GB GDDR5 or NVIDIA Quadro M2200 w/4GB GDDR5 ? I will not be using any 4K Display.

My camera is Canon 70D, with upgrade plan to buy A7 III in 3-4years time.

in your current computer when you edit your photos go to task manager and see. In my WIn10 there is a performance Tab. There you can get an idea which one do you need more to your workflow. Every one's work flow isn't same.
I would always choose 16GB Ram at this point of time but currently i'm well managing with 8GB.
Ram and GPU are helpfull for preview loading, layered editing. CPU is helpful for applying filters, saving faster .. etc
