This generally means either the lens is sitting too far from the sensor (adapter issues, but as you said, that's not it in this case) or because one or more of the lens elements has been tampered with or changed.

If I had to venture a guess, the lens was opened up for cleaning and put back together improperly. I say this because I've done it to a lens myself and given it the same issue

I would consider returning the lens via eBay if you still can at this point. I think you were likely sold a lens that was tinkered with, and while fixing whatever element is out of place may solve everything, that's a heck of a headache to tackle.
