Help with Messed Up Photo

I made a big mistake on camera settings. I was shooting in shutter priority to be able to capture birds in flight and other bird motion.  It was a very bright afternoon. I thought I had the ISO on 400 (what I usually need to keep the shutter speed fast enough) when in fact I had it on 6400. By shooting in shutter priority, with that high ISO, my fstops were in the crazy range of 1/29, 1/36 etc. I checked some, but didn't really pay attention to the settings so all my photos are off.  Is there any way to improve these in PP (I use both Photoshop and Lightroom but really only know the basics of each program)? Here is an example (not necessarily my best photo, but one that illustrates the problem)
