Could you tell me your iPad LR workflow a little? Presumably you didn't export that image from LR on the iPad? I'm guessing it's something a little like:

Import to LR on iOS. Process etc on the smart preview it makes. It uploads to CC. You export to jpeg from the raw on LR Classic CC once it's all sync'd across?

People tend to stare at fireworks and at17mm and 8 second exposure, a walking person would not have registered. Importing to the iPad uses the full size RAW file locally, a smart preview if I synced it. As far as workflow:

  1. import from SD card with iOS card reader to Photos.
  2. import into Lightroom from Photos
  3. process image In Lightroom on the iPad
  4. export final image from Lightroom to iPad
  5. upload from iPad to Dpreview
  6. delete original images in Photos 

so yes, 100% mobile workflow.
