That's bizarre. A mode says your priority is on aperture and you don't care what the shutter speed is.

No it doesn't it means that on a decent weather day, I know that At ISO400 where I normally shoot and somewhere between F6.3 and F11 I will always get a fast enough shutter speed to meet my requirements.
