Sensor size vs IBIS - which improves IQ?

Between an APS-C sensor camera with no IBIS and an MFT camera with IBIS, which would produce better image quality?

Assume everything else being equal e.g. similar equivalent focal length lens etc. Please assume lens does not have stabilization and we are talking of still photos not videos.

This is not a hypothetical question. While looking for a small camera I have come across this issue that few MILC APS-C cameras are very compact with prime lenses but loses out on IBIS (Sony A6500 etc. is pricey) - whereas IBIS is common in MFT world.
