When you say it’s only 1.15x larger, are you referring to the length of one side? If so, then that doesn’t give a true indication of the focal length value. For that I think you need to calculate the difference in image area and so the increase in pixels the subject covers. If you’re cropping to enlarge a small subject in the frame that is more relevant.
