I think it's the speed that makes the difference. The 10-20mm is f/3.5-5.6 resulting in relatively large DOF and thus allowing for higher tolerances during manufacturing. My Sigma 18-35 f/1.8 required a lot of fine tune with the USB dock ... I don't think this is because Sigma is unable to keep manufacturing tolerances down ... it's the unforgiving speed and sharpness of the lens. The same would apply to a prime.

Moreover, I'm sure Nikon can sell more 10-20mm zooms than 23mm primes -- the numbers are crucial for getting prices down.
