What did I do wrong

I took these pics on holiday in the UK. This is an amazing architectural design at the St. Pancras hotel.  Seeing as it was daylight, and I didn't time it perfectly, I thought I would bracket my exposures. I must have done something wrong because it looks like clouds of cotton balls are everywhere in my photos. The resultant HDR merge is nice for my travel photo book, but would be unsuitable for anything else. What did I do wrong? I am going to take a stab at it, thinking maybe I wasn't stopped down enough. I used aperture priority at f7.1, iso 200 (handheld with image stabilizer), EOS 70D, 18-135 IS STM. Thanks for the help.  (I hope the exif data transfers)
