is IQ of Nx300 significantly better than the one of NX1000

Color-tonality-wise, there may be only slight differences.  Both feature 20 MP sensors.  The AF system on the NX300 is a bit faster, and the menu system includes additional items from which to select.  Additionally, the NX300 features some additional automatic functions that were omitted from the NX1000.

High ISO-wise, there may not be much difference.  The NX300 is considered more of a step-up model.  The NX-XXXX line of cameras were usually labled as the most entry level of the line, while the NX-XXX were considered the mid-range series (i.e. NX20, NX30).  The NX-X was considered the top end (i.e. NX1).

In the final analysis, you have to decide based on your options here - meaning, are the cameras available to you for easy reference.  Have you been able to play with them, or is it a prospective internet purchase.  For me personally, I'd chose the NX300.  I only had the NX1000 for a week - a loaner, if you will, from a local camera store.  I liked it, but after having actually purchased the NX300, I loved it so much more.
