I know there are VR head sets but you need to turn your head around to see all of the view and the photos are more 360 degree photos.

View Master is the name. They have actually rebranded their system (or someone licensed the View Master name) to do Google Cardboard VR.
The last I saw of View Master was discs of cartoon charters in 3D for children.

The new "View Master" might be some company who licensed the name - but they did try to preserve the old discs in a somewhat oddball way - the "discs" had a QR code printed somewhere that would act as a license file in View Master's mobile app, unlocking content in the app.
TBH it was kinda cheesy, but the "new" View Master was a pretty good way to get a decent Google Cardboard headset even if you never used the VM content.
Viewing the world from your armchair idea interests me.
I hope there is more development in VR.

There's a third-party app (e.g. not sanctioned by Google) for Oculus Go that pulls imagery from Google Street View.
The UI is a bit clunky, but it's need - you can view almost any Street View imagery from your living room in VR. (it's also only 2D...)
