While I almost never use filters, the main exception is a quality ($) CPL. You simply cannot duplicate all the effects of a CPL in Photoshop. Under the right conditions, a CPL can cut aerial haze, increase the saturation of vegetation, reduce reflections off glass and water and, of course, darken a blue sky. The 1-2 stop reduction in light can prove useful as a poor man's ND filter to increase exposure time. Some say you can't use it with wide angle lenses, but I've successfully used one at 16mm on a full frame camera.

That said, a CPL is an optical tool to be used with discretion. Even with landscape photography I leave it off 90% of the time, but sometimes nothing else will serve.
