One thing that occurs to me is attach a piece of metal to the bottom of the camera to the tripod mount.  Then put some magnets on a board attached to the tripod.  Assuming the camera isn't too heavy, the magnets should hold the camera to the tripod.

Another thought is to put a board on the tripod, and then use hook and loop fabric (i.e. velcro [tm]) to go around the camera, attaching it to the board, wrapping around parts of the camera that you don't need to move for shooting.

I imagine you could glue something to the bottom of the bag that has a tripod screw.  Obviously this depends on a glue that holds to the plastic and works underwater.
