That is so many ways totally wrong.

Different focal lengths can't have same field of view. The field of view is how many degrees vertically and horizontally the view is. Format and focal length changes the field of view. And it has nothing to do with perspective.

The perspective is specific point in space and its relation to every other point in space. You can not change any of that with change of field of view. What you only can do to change perspective is to move that point of camera somewhere else.
