Tokina 11-20 f2.8 VS 17-35 F4/16-28 F2.8

Tokina 11-20 f2.8 VS 17-35 F4/16-28 F2.8

Currently I shoot with a DX and FX camera and the one area where I don't have an FX equivalent is an ultra wide angle.  And due to budget constraints I might need to not go all out on this front so I'm wondering since I haven't had any issues with the Tokina 11-20 f2.8 how would either of their full frame lenses compare?

My thought is the F4 is basically a wash since the added stop can be compensated by the better high iso performance, though staying at F2.8 would be nice but how they all compare in terms of image quality is the big question.  And my main concern for IQ is the wider half of the zoom range.
