Lumix TZ60 astigmatism. Should it be this bad?

Lumix TZ60 astigmatism. Should it be this bad?

I'm looking at a camera for a friend who noticed the image quality fall off sharply towards the right side of the frame. I did ask what aperture they were shooting at, and it was wide open (f3.3). I did suggest stopping to f8 (max) & see if it would clear up, but even shooting wide open, should the fall off be quite as bad as this?
