I also notice this with my X-H1 + 55-200. This is because when a lens has OIS, the IBIS uses 3 axis from the lens for stabilization and only does 2 axis in body. Hence, turning off OIS will disable the 3 axis stabilization and the remaining 2 axis is not enough for IBIS to work.
