But do you trust the digital readout of the 18-55mm? Both lenses can be off.

Nevertheless, in the film era you rarely saw the entire negative (when printed) or slide (when framed), and viewfinders often showed only 97% of the image. So if you used the lens on a digital camera it became a bit wider. Also, if you shoot raw you may find a wider image than the corrected in-camera JPEG.

Knowing the 23 f2 doesn't have software correction but it's hardware corrected and the 18-55 has some correction for distortions  specially on the wide end it could indeed be the culprit for the cropped area
