Unfortunately that same kit isn't available on the US Amazon site, but I was able to find and purchase it on aliexpress for $15

I received my adapter today, and can confirm that this is the correct cable and dummy battery. Works with the M5 and M3 off my Zagg 16 power bank, which has 2.4A output.
Cable is about 4 feet long, so its possible to shoot tethered if you want. I will be using this when I shoot cityscapes that I plan to time-blend, which generally requires essentially shooting timelapse over 1-2 hours. My powerbank is 12,000mAh, compared the to 1000mAh of the standard battery.
Exactly what I wanted for only $15.
