I'm basically agreeing with your comments, but wanting to point some things out.

Yes, there are waterproof cameras out there, but that doesn't mean they don't leak.   Putting any camera underwater involves a waterproof seal, usually some sort of o-ring.   Every button and control on the housing needs one.   The one that causes grief is one where you have to open the camera to get at the battery, or card.  It's quite easy to have a hair or bit of grit fall into the seal and cause a catastrophic failure in the water.  (Much more so if going to scuba depths).    This stuff is not something you can ignore, you need to carefully deal with it each and every time you close the camera/housing.

Probably your best bet for a waterproof camera is a gopro with the appropriate housing.  Very few controls, so less to leak.   Decent looking housings.   Decent video, poor stills.
