Upgrade monitor

Hi, i have a 20inch Dell monitor (2007WFP) that has served me well for years but is due for an upgrade. It is attached to my desktop PC and as it is in our kitchen diner is occasionally used to watch movies/netflix (yes I know on a 20 inch that is comical nowadays...).

Don't play games on it so it is either photo editing (amateur), web browsing and as a TV.

I want to make a decent upgrade and thinking 32inch 4K but could do with some advice.

The desk it would be sitting on has a depth of 30inch and the seats facing it when used as a TV would be 10 foot away so:

- is the size appropriate

- I am hearing about the cost effectiveness of buying a TV rather than a monitor (does this standup for such close up usage and for photo editing)

- what am I looking for to achieve the quality or better of the existing monitor

- do I need to change my graphics card Radeon R7 200

Any suggestions/info would be gratefully received
