I really like his design!  So I give the nod to this simple yet effective solution

"Perfect" (or even "Better") is the enemy of "Get It Done". Besides stamping the text and border directly onto the image means wherever the image goes, so does the text data.

As for unneeded complexity, look up YAGNI ("You Ain't Gonna Need It")

Using CSS creates a mess of file dependencies, and requires a server to deliver them, since the web page is spread across several files

A lot of HTML design was to separate the display from the information, allowing the web project to be parceled out to different groups with much different skill sets. Such as the database programmers vs the user interface designers vs the artistic presentation.

Plus you can run into all kinds of web browser incompatibility meaning lots of testing to make sure it runs correctly on all the web browsers, mobile browser platforms, etc
