EF lenses are guaranteed to work on any Canon dSLR ever made. EF-S lenses are not. That being said, I am pretty sure all EF-S mount lenses work on all crop cameras to date. I think there is something wrong with the OP's lens.

Crop cameras released before the digital rebel such as the D30, D60 and 10D for instance are 1.6 cropped cameras but only take EF lenses.

This does not, however, apply in the OP's case.  It is a 60D which is 100% compatible with EF-S lenses.  As has been said more than once in this thread, there's obviously a problem with either the lens or the body but it is not a compatibility issue.
