I'd say it's a great upgrade overall, but it will only give you about half stop of noise performance. Compared this with my old EOS M with the sensor you have in your 1300D, and EOS M6 sensor, which is the same as SL2/200D. While I absolutely do recommend you that cam, you probably need to kick other things up a notch. Master your exposure skills, postprocessing skills and maybe add a faster lens to the combo, or even try to make better light conditions to your scene. All that can give you couple stops of noise performance.
