DX dog action shots - buy a AF-P(DX) 70-300mm vs 70-200mm F/4 vs AF-S (DX) 28-80 F/2.8-4

First off: here's some shots of my Malinois in action to help. Sorry for using Imgur. I don't have an image sharing account yet.


I'm thinking about investing in some new glass. I find myself unhappy with photos of my dog at play, when in relatively poor light (see above). We're talking dusky, possibly in the shadow of a building. I have been shooting with a DX 18-140mm. While I occasionally miss a shot with the AF, my real concern is that I'm not getting the details I want out of this combo, especially in my dog's face. It appears as though I shot mostly from 70-110mm, which gives me a few options within my budget. I'll be shooting this on a D5500.

1) Step a little closer and shoot with the DX AF-S 16-80mm f2.8-4VR.
2) Save a little money and shoot with the DX AF-P 70-300mm. I'm a little concerned about aperture v low light, but this seems to have the fastest focus. I'm not missing a lot of shots, but I'm not getting the resolution I want out of my camera.
3) Pony up a little more money or take a risk buying used for a 70-200mm f/4. (I've had some great luck with used lenses in the past).

I'd usually go to my local camera/lens rental shop and test them out, but none are carried by my local place. I don't see myself upgrading to an FX. I've rented a D810 before [with a 24mm f1.4 to shoot at a friends' wedding (they didn't hire a pro) and some casual pictures of my family]. The performance and IQ blew me away, but I can't see lugging one around for just casual shots of my family and dog. I also don't see taking those on hikes. Since this isn't a revenue stream for me, I'm not going to go full frame.
