You have a number of things going on.  The ISO is so high that even if focus the IQ is going to be less than desirable.  The only answer there is more light.  The only way to get more light is to use flash (which may not be desirable or allowed), have a wider aperture lens, or longer exposure (decreased shutter speed).  You should be able to get by with 1/500th.

Not sure what AF mode you have, but AFC 9 or 11 (not sure on d5600) but track with the center AF point for the best accuracy and make sure your intended subject is on the AF point.  It seems like you may be framed too loosely to have a good AF target, so fill the frame more.

The last photo has way too slow shutter speed at 1/20.  What you see is motion blur, not lack of focus.  You need 1/125 or so with a "stationary" dog and more than that if moving.
