Panny GX80 chooses very long shutter speed in A-priority

I have noticed that under low light conditions my GX80 tends to adjust shutter speed to longer values than the 1/focal length rule. The attached photo was shot at f/5.6, 30mm (60mm equiv.) at ISO3200 and the shutter speed is 1/30th second. IBIS&lens stabilization were on, I chose multi metering and 1-area focus set on the middle of the frame. When I am outside with enough natural light there is no problem with freezing movement. Is there any trick to overwrite the chosen shutter speed in Aperture mode?
