How is A7RIII 5.5 stop IBIS stabilization determined?

How is A7RIII 5.5 stop IBIS stabilization determined?

How did Sony determine that A7RIII has 5.5 stops of stabilization with the IBIS? Just out of curiosity, I put the FE 70-200 F4 lens on my A7RIII and set the FL at 200mm. With free standing, I can set shutter speed at 1/50 sec and get good results. If I brace my self against a wall, I can do 1/25 second. But that is just 3 stops of stabilization.

There are some ambiguity with a number like 5.5 stops. Some clarifications needed include the following:

1. Is it the same for all FL? From 10mm to 500mm?

2. Under what condition can it produce 5.5 stops of stabilization? By average persons? By army sharp shooters?

3. What is the quality level expected out of the IBIS stablization?
