Versatility vs specialisation

I think that it is the more versatile kit, allowing you to get wet wide, to shoot portraits, macro and "normal" shots, yet with decent speed. The 60mm is probably not the fastest lens to focus but macro is MF anyway, and portrait should be OK. This kit would however make sports difficult.

This is a more thin-DOF maniac kit. It is more specialised thus less versatile. And it is much more expensive as well. You could add a Samyang FE to the first kit for even more versatlity. But if you need extreme subject isolation, go for it.

The point actually is : do you shoot (or want to shoot) macro or do you require extreme subject isolation ?
