Right tool for government public information officer (PIO) duties

The PIO for our county is (finally) looking to upgrade his P&S camera.  He will use at county board meetings, community events and to capture pictures at events of interest to the citizens of our county.

Seems to me that a system that a journalist would use is the way he should go.  He's looking at the following system:

Canon T6i package from Jet.com

I don't know anything about Canon equipment so I'm asking if you might recommend a different system.

Lighting is terrible in most of the facilities he might be working in so he is worried about low or bad lighting.  I was going to recommend he think about using a flash - does anyone have any experience with flash in this type of setting?  Would the flash be distracting?

Or, instead of all of these lenses, should be get a good 2.8 or 2.0 telephoto lens?

We don't want to spend more of the public's funds than necessary but I want to make sure it's functional.

Any suggestions are appreciated.
