Will the real GX9 pls stand up

Why this course of action was not followed I have no idea but might guess that there was never supposed to be two parallel "premium" upgrades for the GX7.

It's fairly obvious why. They don't want GX8 owners to keep waiting for a "true" successor because one may never come (or a long time after even if it does). The name suggests they are consolidating the range finder line back into the GX7 days, rather than having a separate high end GX8 and mid-range GX85.

Manufacturers only make pre-announcements to make people wait when they don't have something to offer yet, but do plan to release something soon. Panasonic now has the GX9 and G9 as potential alternatives (GX9 for those that liked GX7 form factor more in first place, G9 as a larger alternative). They would rather people buy those cameras instead at the moment.

If they eventually do release a "true" GX8, then that is another purchase.
