Adobe RAW + NEF files and White Balance - Photoshop newbie help

This might be in the wrong forum, but not sure where else it would go.

In opening and NEF file, I'm presented with the "Camera Raw" window, which I can set the image processing parameters such as "White Balance".

The selections include, Auto, Daylight, Cloudy, Shade, Tungsten, Fluorescent, Flash, Custom

I chose to do nothing but select "Open Image", and then when the image opens, I go to Filter pulldown menu option and select "Camera Raw Filter".  Under the "White Balance", I only am presented with As Shot, Auto, Custom.

1.  What happened to all the other options?  Ie. Daylight, Cloudy.....etc.

2.  Why does photoshop open the Camera Raw Filter adjustments box when opening an NEF file in the first place?  is there any difference than doing it from opening the image then accessing the Camera Raw Filter from the pulldown menu?
