Can anyone explain the sharpness value of Dxomark?

Can anyone explain the sharpness value of Dxomark?

It seems the full frame lens sharpness value always bigger than crop lens.

I had a Canon 16-35/4 before. I don't feel that's much sharper than Tokina 11-20. But the Dxomark value is 23:10. Can I expect a crap lens in full frame works better than the best lens in crop? At least that's what I see from the Dxomark values.
