Ach! photo downloader with interactive subdirectory creation variables?

Welcome to my first post (at least, in a long, long while.)  I need help finding a good Windows photo importing tool.  Looking for certain qualities.

I used to use CAM2PC image downloader to import my photos from our sd card to our PC hard drive, back in the day when it was still supported. It did a great job, as there are many file renaming/directory naming options available. As we have advanced through newer iterations of MS Windows it grows increasing broke.   It is too unreliable now.

The subdirectory organization structure we need supported from an import program is: \[<YYYY>-<MM>-<DD>] <Interactive Shoot Description>\.   We really like this format, and it isn't uncommon as structure goes. However . . . we are having trouble finding an Photo import program that supports the <Interactive Shoot/Event Text Description> variable like Cam2pc did.

I have spent hours researching this.  I have googled for and often downloaded programs to try them out. I have looked at Irfanview, Rapid Photo Downloader (this program is for Linux), FastPictureViewer (confusing, couldn't see how to creat subdir names, though file renaming is powerful). Digikam, and some others.

The downloader app should do the other basics: rotate jpg, check for dups, etc. but no photo editing is necessary, as I am already using lightroom on Windows 10 x64.
